- The Van Buren County Brownfield Redevelopment Authority (VBCBRA) utilized US EPA Brownfield Assessment Grant funds to complete due diligence activities on behalf of the Developer in support of property acquisition. A total of $29,775 was utilized to conduct Phase I&II ESA, Baseline Environmental Assessment (BEA) and Section 7a Compliance Analysis.
- The completion of a Brownfield Plan provides for reimbursement through tax increment financing (TIF) of eligible activities completed by the VBCBRA and the Developer, including: due diligence activities, UST removals and building demolition.
- In addition to reimbursement of expenses as detailed above,the Brownfield Plan enables the capture of an additional $130,000 in TIF for placement in a Local Site Remediation Revolving Fund (LSRRF). The LSRRF monies can be utilized by the VBCBRA to support Brownfield redevelopment projects throughout Van Buren County.
Site SummaryNorthstar Grain, LLC and Decatur Properties, LLC are expanding grain mill operations located in the Village of Decatur. Acquisition and redevelopment of the former Hickmott Oil property located contiguous to the mill was critical in support of expansion efforts. Above ground and underground tanks historically utilized for petroleum storage will be removed from the site. In addition, a functionally obsolete buildings will be razed and rail spur additions/extensions will be completed to support expansion efforts resulting in mill capacity unique to the Midwest.
