Opened Meeting at 6:00 PM.

1. Discuss bid from Lounsbury Exc. For vacuum truck to facilitate cleaning of storm sewer catch basin drains. Committee discussed looking at our budget for hiring Lounsbury Exc. to clean our storm sewer drains yet this year. Lounsbury has given us a half day bid of $500.00 to do around 10 to 12 drains. Committee has also agreed to try and start budgeting this service yearly.

2. Discuss the three bids for sidewalk repairs and timeline of work schedule.
Committee agreed to award Yarbrough Concrete the bid for the repairs of the sidewalks. Randy will complete price break-down list and turn into Ken Schaut and Richard Smith for final approval. Then letters will be mailed 30days ahead of the anticipated start date to the home owners in advance of the repairs.

3. Discuss spring lagoon discharge progress, and summer maintenance of lagoon area.
Committee was informed by the D.P.W. that one more cell is getting discharged before the required shut-down . The D.P.W. also informed the committee that they are starting to mow and apply weed-killer around the lagoon areas.

4. Discuss replacing bent rim on basketball court, and painting backboards and poles.
Committee recommends we try and make it through the year concerning the bent rim.
DPW will get the painting of the backboards and poles completed soon.

5. Discuss concerns that Dave Kirby from the Waffle House has about the increase of
R.E.U.’s from 2 to 7 and the requirement of hooking up to the Village’s water system
as stated in the letter he received from the Village. Committee agrees that he is under the required R.E.U’s per Village guidelines. Committee recommends that the increase of R.E.U’s be increased to 4 with conditions that the he would hook-up to the Village water system by October 6th, 2006. Then his increase would be raised to the required 8 R.E.U.’s. If there is no agreement , then he will be charge 8 R.E.U.’s as of April 1st. as stated in the letter he received from the Village. Ken will schedule a meeting with him to discuss the issue.




6. Discuss the demo of G450 gas detector from Jack Doheny’s.
Committee agrees to purchase the G450 unit from Jack Doheny’s.
The purchased price was $995.00 with calibration kit. The D.P.W. also needs sampling pump for this unit .The committee just advised D.P.W. to stay under the budgeted $1300.00.

7. Discuss progress of tree removal / trimming bids.
The D.P.W. advised the committee that they have only received one bid from A-1 Expert Tree Service so far , but was expecting one more from Aerial Tree Service. If they don’t receive the bid for comparison with-in a couple of day’s then award bid to A-1 Expert Tree Service.

8. Discuss getting volunteers for closing of park bathrooms.
The committee was advised that Richard Smith has been doing this for a couple of weeks now. The committee recommends that the D.P.W. looks to the community for help. Mary Webster , Grady Fletcher , George Dilingback have volunteered to help with closing park bathrooms. In the past Council members have also offered to help with this task.
Any volunteers would be greatly appreciated and a weekly schedule will then be developed after May 15, 2006 so one person doesn’t always have to lock them through the summer.

9. Discuss bid from Midway Electric on upgrading electrical boxes through-out park.
The committee recommends awarding the bid of $875.00 to Midway Electric.This bid is slightly over the budgeted amount for this work. No other bids were received and Midway Electric has always done the park electric work in the past. The Committee would also like Midway Electric to give a bid to install lighted exit signs inside the Village Hall building.

10. Discuss 306 N. Paw Paw Street R.O.W. mowing…Policy or Ordinance?
The committee recommends sending a letter to the resident along with a copy of the Ordinance #27 obnoxious weeds. Stated that the home owner is responsible for the mowing of the R.O.W inside the Village limits.

11. Discuss the East St. Joseph bridge project construction and adjusted timeline.
The committee was advised the start date was pushed back to September 15th. through December 15th 2006. Maps of the detour route will be distributed to pertinent entity’s needing the information and maps will also be made available in the Village Hall Office.

12. Discuss County Road Commission new garage facility site plan suggesting the installation of water main extensions along with two new hydrants and easements.
The committee was advised that the road commission was covering the engineering cost and legal fees for a requested water main extension that will be reviewed by the Village


Engineers and Village Attorney. This will eventually be turned over to the Village and be part of their Village Water System.

13. Discuss the progress of the Grant and Loan for a new water tower in the industrial park. The committee was advised that things are moving forward. The Grant from M.E.D.C was received May 2,2006 for $250,000 and we are moving to get it signed .The committee was also advised from Ken Schaut that Utility Service Company would like to put on a presentation in June concerning construction of a water tower.

14. Discuss progress of well#4 project.
Ken Schaut advised the committee that the pre-construction meeting was being scheduled for this month, and things are moving forward.

Review purchase orders for the past month.
• Etna Supply P.O#442963 for $1770.00. for purchase of 2” Sensus meter. This is being billed to Thompsen Construction for the replacement of the fire damaged meter at the South Street Apartments.

Discuss topics/concerns/ suggestions from each of the committee members.

Ken Schaut advised the committee that the Village is charging Field Plumbing and Heating for the rental of Village equipment due to the fact of wear and tear and maintenance cost of the equipment being used. The committee agrees with the rental fees.
Ken Schaut also informed the committee of the problems with the sewer service line of the I.S.D. Conference Center. Mop heads and foreign products being put down there service line that have been causing problems with our sewer system. The management has been informed and pictures have been taken for our records. They have reassured us that the problem will be taken care of.
